The Department of Innovation, Industry, Science and Research strives as a key priority to encourage the sustainable growth of Australian industries by developing a national innovation system that drives knowledge creation, cutting edge science and research, international competitiveness and greater productivity.

The Federal Government purchased a whole of government licence for Adobe LiveCycle Forms to enhance business to government transactions through the use of PDF SmartForms. This whole of government solution supports approximately 700 federal, state and local government electronic forms deployed to production. DIISR was looking to for a partner to provide expertise in order to maximise the investment made in SmartForms technology across the whole of government.

DIISR appointed Avoka to deliver the required LiveCycle skills to support the government’s investment in LiveCycle, assist in SmartForms development and deliver further enhancements and innovation on an ongoing basis.

business.gov.au, operated by the Department of Innovation, Industry, Science and Research (DIISR) is the single entry point for businesses when transacting with Government. Over 400,000 visitors make two million visits per month to the site to establish and manage their businesses - learning about relevant legislation, regulation and support for their business.

In an audit, the Federal Government identified over 9,000 forms that businesses could be required to complete to meet regulatory and legislative requirements. Over 90% were static PDF's with the inherent issues of paper form filling, submission and processing including a 40% error rate.

Solution

The Federal Government selected Adobe LiveCycle and Avoka SmartForm Factory to improve the form filling experience for businesses and deliver down-stream efficiencies for agencies processing these forms. Capabilities for form Creation, Processing (including payments) and Management were delivered in a shared service available to all Government agencies involved in providing services to the business community.

The SmartForm shared service provided by DIISR through business.gov.au was highlighted as an example of best practice in the independent Gershon review in to Government’s use of ICT.

Outcomes

Over 750 SmartForms have been deployed, delivering benefits for over 500,000 submissions per year.

The simplified form filling and reduced rework has saved businesses time and money, contributing to economic development in Australia as businesses can spend more time on the business and less time on red-tape. Research has identified that for every $1 invested by the Government in these online services, $10 in benefit is delivered to the business community in Australia.

Agencies have experienced reduced processing time and cost, allowing more budget funding to be devoted to front-line services to support businesses.
